Is the charter of rights %26amp; freedoms an ordinary piece of legislation or does it have a special status?|||The Charter has special status as it is part of the Constitution, which is the supreme law of Canada. Unlike normal legislation, parliament cannot make amendments to it. To make changes to the Charter, a constitutional amendment is needed.
