Why did the Articles of Confederation require a super majority of 9 out of 13 states 2 enact legislation?

Why did the Articles of Confederation require a super majority of 9 out of 13 to enact legislation instead of a simple majority of 7 states? Give and example illustrating why certain states insisted on super majority provision.

thank you!|||The United States was a confederation of independent states; people thought of it as 13 separate countries. A super majority would enable them to maintain their independence.|||Remember that on the "I Hope I Know My Math" Test that you took, on one certain question, only 1 vote was needed to overthrow legislation. this (9/13) would probably be better, as it only required 9 instead of all 13 to pass. BUT it was still not effective (enough). why not 7/13, you ask? USE THE LECTURE NOTES ON GOOGLE CALENDAR! Seriously! all the answers are right there!
