How did breed specific legislation begin? What year? Who started it? Can you give me a link to a website about how it all got started?

(My cousin was a doctor in the ER that day - don't get her started) A law was passed that required pit bull owners to comply with certain restrictions, such as secure fences rather than chaining outside. These were largely ignored by pit bull owners, and after several more attacks that resulted in serious injury or death, a total ban was passed. This was back in 1987.
