Federal government passed legislation in 1970s. BUT what were the reasons that state and local laws regarding air and water pollution were ineffective which caused federal government to pass legislation?|||First, i had to read down to the end of your post to know what you were talking about.

now, to the question:





it's just easier to bribe state legislators and not get caught.





for example, Chemlawn lost a major lawsuit to a small community, Hudson, Canada.

eventually, the lawsuit made it to the Canadian Supreme Court, and Chemlawn lost.


then, most, if not all, of Canada, banned several of Chemlawn's products.





Chemlawn had 2 responses.





1. They changed their name to Trugreen.


2. They got laws passed in all of the US state legislatures that prevent cities from bringing such lawsuits.





states are often not very good when it comes to protecting their citizens.|||Variations in local legislations when the problem does not respect local borders. Legislation had to be consistent on a broader scope.
