In US mental health legislation, is alcoholism classed as a mental health disorder?

In the UK the 1983 Mental Health Act (inc 2007 amendments) specifically excludes substance addiction as a mental health problem in its own right. Therefore people who are causing serious harm to themselves due to alcohol induced self-neglect cannot be removed to a place of safety and treated using the powers of the Mental Health Act (but possibly have decisions made for them using Mental Capacity Act). Is this the case in the US legislation, does anyone know of any countries or states where it is deemed a mental health problem? US practice in some states at least do consider it a menal health disorder, but, they don't consider it for people taking medicines, medicines, drugs, and more drugs...prescription that is.





So that means millions of Americans have mental health disorders. What does that tell you?
