When can a criminal act such as assault be affected by provincial legislation?

I need to find out when where and how criminal law is ever affected by Provincial legislation, or the reverse, can any one help me ? What Act am I looking for, or which regulation, is there case law that you know of, can you give a citation please.|||It never can be.
